Wang Yunpeng Leads Delegation to Visit Hangzhou to Advance Tasks of School Management

From February 16 to 18, Wang Yunpeng, President of Beihang University, led a delegation to visit Hangzhou to advance tasks of school management. During the visit, Wang Yunpeng and his delegation met with provincial and district leaders. He also provided guidance on the construction of the Hangzhou International Innovation Institute of Beihang University (H3I) and its scientific research platforms, carried out key tasks, and mapped out plans for future development.

Meeting with provincial and district leaders, empowering high-quality school management in Hangzhou

On February 18, Liu Jie, Deputy Secretary of the CPC Zhejiang Provincial Committee and Governor of Zhejiang Province, met with Wang Yunpeng and his delegation. They extensively exchanged views on further promoting cooperation between the province and the university and on advancing the coordinated and integrated development of education, science and technology, and talent. The long-standing collaboration between Beihang University and Zhejiang Province has been marked by a solid foundation and a wealth of achievements. Looking to the future, it is essential to expand the scope of cooperation. The strong policy support and high-quality resources provided by local governments at all levels to Beihang University should be fully leveraged, while the university’s strengths in talent development, talent aggregation, and scientific innovation should be brought into play. Efforts should be made to build high-level scientific innovation platforms and apply more scientific and technological achievements to Zhejiang Province. This will facilitate the province’s high-quality economic and social development, accelerate the building of world-class universities with Chinese characteristics, and contribute to the progress of Chinese modernization. Other officials in attendance included Lu Shan, Vice Governor of Zhejiang Province, Xu Dake, Secretary-General of the Provincial Government, Chen Chunlei, Secretary of the Party Leadership Group and Director of the Provincial Department of Education, and Tong Guili, Secretary of the Party Leadership Group of the Provincial Department of Science and Technology.

During his stay in Hangzhou, Wang Yunpeng also held discussions with Gao Yingzhong, Director of the Provincial Department of Science and Technology, and Liu Ying, Member of the Standing Committee of the CPC Hangzhou Municipal Committee and Secretary of the CPC Yuhang District Committee. Wang Yunpeng pointed out that the university will focus on the needs of regional economic development and make high-quality and systematic arrangements to become a trailblazer and contributor to the development of new quality productive forces. Leveraging its subsidiaries in Hangzhou, the university will develop its unique advantages, with a focus on talent development and technological innovation. In doing so, it will jointly create a benchmark and model for school-locality cooperation and make new and greater contributions to the construction of a strong country.

Holding a working conference, providing guidance on key tasks of school management

At the Hangzhou International Campus of Beihang University, Wang Yunpeng presided over the first meeting of the Beihang (Hangzhou) Administrative Committee in 2025. He listened to reports on the development of H3I in 2024, key ideas for the institute’s work in 2025, and the planning on constructing the new scientific research platforms. Attendees exchanged views about how to reform H3I’s innovative management and operation mechanism, accelerate the construction of scientific research platforms, and enhance both the scale and quality of education.

Wang Yunpeng said that in 2024, the Hangzhou International Campus of Beihang University operated in a stable and orderly way, with its achievements in education becoming increasingly prominent. In 2025, the Campus should plan its development from a strategic perspective, operate up to high standards, and fulfill all tasks with high quality. The current work should be integrated with the blueprint for the “15th Five-Year Plan” period to ensure a seamless transition and continuity between the past and the future. The balanced approach of “addition and subtraction” should be applied to school management, with equal emphasis on operating scale and teaching quality. Drawing on international management experience, school managers should explore innovative operation modes, optimize mechanisms of talent recruitment and utilization, and develop a first-class faculty. This will enable the “incremental” development of academic disciplines, and therefore turn the Campus into a demonstration zone for international cooperation in science and education. The Campus should make clear its governance system, set targets, and define the responsibilities at all levels of school management. Teaching, scientific research, and administrative tasks at every platform should be assigned to individuals. The Campus should enhance localized management and progressively meet educational goals for a good start to fulfill all key tasks in 2025 and the upcoming period.

Exchanging views with students, learning about and addressing their concerns

During his stay in Hangzhou, Wang Yunpeng engaged in an in-depth exchange of ideas with 10 H3I students over breakfast. These students spoke openly and candidly, expressing their appreciation for the diverse science and technology innovation platform provided by the school. At the same time, they talked about their personal experiences and existing doubts and difficulties in areas such as remote teaching, employment internships, resource sharing, and living conditions. They also offered suggestions on improving training programs, internship guidance, and logistics services. Wang Yunpeng attentively listened to and responded to all opinions and suggestions raised by the students. Furthermore, he instructed relevant departments to take these opinions and suggestions seriously and make targeted improvements.

“Understanding what students think and addressing their needs and concerns are crucial for school development and the fulfillment of all key tasks.” Wang Yunpeng said that Beihang University is dedicated to educating people for the Party and the country, transforming outstanding students into top-tier professionals. Moving forward, the university will be problem-oriented to improve its training programs and curriculum resources and elevate the quality of independent talent education in all respects. H3I should regularly communicate with students and promptly respond to their appeals and suggestions. Additionally, the institute should provide first-class services and make every effort to build a school environment that is conducive to both education and living. It is hoped that students could take the initiative to utilize high-end scientific research platforms such as laboratories. By planning ahead and gaining comprehensive insights into industrial development trends, they should expand employment channels oriented to industry frontiers. In this way, they will grow into key members of society, who are able to fulfill the responsibilities of their generation, contributing more to the nation’s economic and social development.

Guiding the construction of the scientific research platform, supporting local technological innovation

On February 17, a ceremony was held at the No. 2 Laboratory Building of the Hangzhou International Campus of Beihang University to inaugurate the National Key Laboratory of Spintronics/Micro-nano Science and Analysis Innovation Center. Attendants to the ceremony included Wang Yunpeng, President of Beihang University; Liu Shuchun and Zhao Weisheng, Vice Presidents of Beihang University; Luo Jianqiang, Deputy District Mayor of Yuhang District; Sun Qingfeng, Party Secretary of H3I; Zhao Xiaojun, Secretary of the Party Leadership Group of Science and Technology Bureau of Yuhang District; Hong Guanxin, Deputy Party Secretary and Director of H3I; and Lin Xiaoyang, Director of the Innovation Center. Hong Guanxin presided over the unveiling ceremony.

Addressing the ceremony, Wang Yunpeng extended his sincere gratitude to the Yuhang District Government for its strong support in the construction of the laboratory. He also expressed high expectations for the laboratory’s future operation. He pointed out that the laboratory is equipped with an ultra-clean room, which covers an area of 4,300 square meters. This is the most advanced facility ever possessed by Beihang University. As a featured platform for the public, the laboratory will address national and industrial needs, enhance Beihang University's core competitiveness in integrated circuits, and promote interdisciplinary development, integration of science and education, collaboration between industry and academia, and international cooperation. In doing so, it will support the Hangzhou International Campus of Beihang University to meet its goal of becoming an institution characterized by “advanced standing, new model, and international vision”. He emphasized that the laboratory will continue to develop key core technologies. Serving as a main force in basic research and a powerhouse for major scientific and technological breakthroughs, the laboratory will redouble its efforts to commercialize scientific research achievements and promote integrated development of technological innovation and industrial innovation, thereby forging a “new engine” to drive social and economic development.

Wang Yunpeng, Liu Shuchun, Zhao Weisheng, Luo Jianqiang, Sun Qingfeng, Zhao Xiaojun, Hong Guanxin, and Lin Xiaoyang jointly unveiled the laboratory. Following the ceremony, the first core equipment of the laboratory made its debut onsite.

The National Key Laboratory of Spintronics/Micro-nano Science and Analysis Innovation Center is one of the first groups of science and education platforms established by the Hangzhou International Campus of Beihang University. It boasts a team of 52 full-time teachers, including Professor Zhao Jianhua, a recipient of the State Council Special Allowance and an effective candidate for membership in the Chinese Academy of Sciences, and Professor Amara, former chairman of the IEEE Circuits and Systems Society. They have made several original achievements. The laboratory will address major national strategic needs and facilitate regional economic development. It will educate professionals in short supply and tackle the bottlenecks of integrated circuit technology. It will assemble a world-class innovation team specializing in spin chips, while building a domestically leading public innovation platform for micro-nano science and analysis testing, focusing on spin chips. It is capable of 10-nanometer visualization, single atomic layer material growth and etching, picosecond-level ultrafast characterization testing, and 8-inch scalable wafer processing.

During his visit, Wang Yunpeng enjoyed the first cup of coffee delivered by a drone, which was developed by Beihang University and Antwork Technology based on the innovation model of “low-altitude logistics + campus services”. This represents not only an expansion of the business model of drone logistics but also an important practice for schools and enterprises to jointly build a low-altitude economy ecosystem. With the upcoming launch of the first low-altitude economy air route on campus, teachers and students will benefit from efficient and convenient airborne delivery services.
